Printers gone, localhost:631 unreachable after upgrade to 10.4.11

Upgraded 10.4.10 to 10.4.11 using combo updater.
All printers gone.
Cannot start printer sharing in System Preference/Sharing.
Tried adding printers.
Got "server error - service unavailable".
Tried accessing CUPS via Firefox at http://localhost:631 got can't establish connection to server at localhost:631.

G4 mirror, Mac OS X (10.4.11)

My network: G4 at 192.168.0.207 with no USB printers attached - on ethernet hub;Epson 850 (with network card) Printer attached to ethernet hub at 192.168.0.209;Windows XP with parallel Laserjet 2100 attached to XP computer on ethernet hub at 192.168.0.205.
My network settings: TCP/IP Automatic Ports: (1)built-in internet, IP4 Manual 192.168.0,207;Connect to Internet via PPoE (2)same as 1 but subnet mask 255.255.255.0 and no PPoE.
All this was working with 10.4.10. Should I (re)install CUPS with the latest (1.3.3)? I have tried switching my network configuration to see only the LAN but no help with printers. I can ping the epson printer and Windows computer but when I click on the printer browser, trying to add a printer, it can't find any.

I assigned the addresses manually in System Preferences/Network and in the Control panel of the XP computer.
The PPoE address is obtained from my provider each time I log onto the internet.
I tried to simplify things by using a network configuration which includes only my LAN addresses - no PPoE - no internet.
I can connect to the windows computer. I can save files from the G4 to the XP computer over the network. I can ping the windows computer (attached Laserjet) and the network printer (networked Epson). But my G4's printer setup utility can find no printers using Browse.

Fortunately, I cloned my 4.10 system prior to upgrading to 4.11. Booting from the 4.10 clone I see cupsd is running (/usr/sbin/cupsd -l). Booting from the 4.11 system I see cupsd is NOT running. I'll bet this is why I can't manage printers.
Can I boot from the clone and use Disk Utility/Restore to replace 4.11 with the 4.10 clone? Thanks for your help.

I am having the exact same problem - after a combo update .10 to .11. You CAN get your printers back using 'Printer Setup Repair' (US$29.95 - 7 day free trial) to start cupsd, but you still cannot access the cups admin page through a browser - at least I can't. I am considering an 'Archive and Install', but according to info I've gotten on 'MacOSX Hints', it probably won't work.
