Do I HAVE to have a credit card to sign up?

I want an account for some of the free content, but I do not have a credit card. I read from a statement by Apple saying "You must be 13 years or older. Credit card may be required." Does "may be" automatically mean "is"? And if so, why is the age to sign up 13? I'm 15 years old and I don't have a credit card, so that wouldn't make any sense.

Also worth noting, I have a fully usable PayPal account that I use for eBay, but it is attached to a bank account and not a credit card, so even the PayPal option in iTunes wants a credit card.

yes, i was ****** off to when it didn't lett me use my gift card, the reason is... they don'y wan't you to buy things when you can't really buy them. But, if you don't want to use your/ your or dads creit card when you buy something, just buy yourself a gift card then redeem it and you don't use the credit card. But don't worry iTunes is safe, they won't steel anything!:-)
