I want to only format a blank CD-RW or CD-R disc to the iMac. I don't want to burn anything to it. I want it to be a blank data disc that I can add data to at any time. I looked in the Help section, but could not find the answer.

Do you mean that I can burn it as a blank disc without anything (data/music etc) being added to it? If so, is this done in Disc Utility? Is this done after doing a quick erase?
Also, what is "New Image" for?

You can burn it from **, but let me be sure I understand you - why do you want to format it? The act of putting data on it, music or whatever, formats it. Why would you want to burn a blank disc? You want to burn data to it. A blank disc is just that - blank. When you burn data to it, it's no longer blank. New image is for making a disk image.
