Microsoft Language Register for Office 2004

I bought Microsoft office 2004 and i am trying to type in japanese, but when i read the faqs it tells me to drag the application icon onto the mircrosoft language register icon. But when i do that it says Microsoft Language Register is unable to modify Microsoft Word. Please make sure the application file is unlocked and that you have permission to modify it. I went in to microsoft word and i unlocked it and i have both read and write capibilities, but i keep getting the same message.... i have no idea what to do now 😟 so yeah... if anyone can help me it would be much appreciated.
