When plugged into the doc does it power on? If so then the battery only needs to be replaced either through Apple warranty or if you voided your warranty try here http://www.ifixit.com/Guide/iPhone/ Though if the iPhone doesn't power on while in the doc then your iPhone logic board may be damaged which can happen for various reasons such as voltage spike during a lightening strike or using a voltage convertor not compatible with the iPhone.

I'd advise the opposite. Unplug it and leave it alone for at least 30 hours, in as cool a spot as you can find in your house (not COLD, so not a freezer, for example). This will finish the battery discharge. Then plug it in to the AC adapter and see if it will boot.

This used to work for iPods showing the same behavior, but I have not heard if it works with iPhones.

the phone won't show any sign of life to any type of action including soft and hard restart or trying to restore the phone (even iTunes won't recognize it)

The soft boot may work (I had this happen to me once and that worked for me). Though I would guess you need to send it in. Can't you just call the US number and explain you are presently overseas? They should give you an option to send it in (though you may have to pay for shipping back).

If Apple is stubborn about this, consider sending it to a friend in the USA and having him return/send you a new one.
