Desktop/scrolling issue

Having a very frustrating problem. When we move the mouse over the screen, the whole screen or desktop scrolls the opposite way. We cannot view the entire screen at once, you have to scroll over to see the rest of the page. HELP PLEASEEE!!

iMac24/2.16/1G/250/SD/AP/BT, Mac OS X (10.4.8)

Open the Universal Access pane of System Preferences and turn off the Zoom option in the Seeing tab.

The zoom was turned off, but I went into options on the zoom and the last section that says "when zoom in, the screen section moves:" it was set as continuously with pointer and I changed it to "only when pointer is near edge" which has helped some, but I really want it to stop moving like that all together?? I appreciate anymore help you can give me!

Open the Keyboard & Mouse pane of System Preferences and turn off scroll wheel zooming after returning the display to its proper size.
