Displacement Maps using Motion

I'm attempting to create a motion graphic of a waving flag from a .jpeg, and was told that the best way to do so was using a displacement map. Is it possible to do this in Motion, or does anyone know of a better way to make a graphic of a flag look like it's flapping in the breeze?

Yes.
Easier to shoot a flag.
More convincing to animate a flat plane in a 3D application.

Displacement mapping will only distort the image. It's a terrible simulation of 3D movement. But we've been doing it for years and it will sell the illusion for a few seconds. More than that and it becomes an obvious fake so you may need a stylistic decision by someone before you commit.
Don't expect visual miracles.
