I don't know what you are talking about.
To use Ethernet, open:
Apple Menu > Control Panels > TCP/IP ... and select the Connect via: "Ethernet" option from the list.
Once Ethernet is selected:
a) If you have a Router, select DHCP, otherwise
b) select Manually and enter all the "magic numbers" your ISP has provided.
If you cannot select Ethernet as a choice, this is generally not caused by a locked folder, but by your hardware being:
a) not present
b) driver not available
c) not connected to a "live" Ethernet port, such as a port on a Router or switch, or cable not plugged in or damaged or or wrong type of cable.
