Not really. 24H is part of the System International (a.k.a. "metric"). Since the U.K. has officially adopted it in place of the "English" system, 24H is the standard. Additionally since the other countries have used 24H notation for years and years, it was probably not realized that the U.K. has done it for only, what 20/30 years. Thus there are still people alive who remember the "old" system. I use 24H all the time since I was in the Air Force.
