Creating folders in Mail

I'm a former PC user and new to MAC. Can anyone answer the below questions pertaining to e-mail?

1.) Is there a way to create personal folders like the folders I had with Outlook? I've setup my POP mail through the Apple mail but see no option to create folders.

2.) What are Smart Folders? I created a Smart folder thinking these could be used as a personal folder but I'm unable to drag/drop mail into the Smart folder I created.

go to mail>mailbox>create new mailbox to create a new mailbox/folder. if you only have a pop account, you will then create the new mailbox/folder on your mac. if you have more than one email account, you will then be asked where you would like the new mailbox/folder to be created, i.e. under which account.

smart mailboxes/folders are used to filter mail based on a or several rules which you set up at the time you create the smart mailbox/folder, i.e. smart mailbox will filter for all the incoming mails that have the word "kentucky" in them.

i am so frustrated trying to set up folders - if i use the plus sign it asks where i want it and the only place that seems right is "on my mac" and then they only show up if you are trying to move messages and then disappears. why can't i just set up folders, put emails in them and see that list of folders? i am hating this laptop right now because none of the help sections are able to answer this simple question
