Not sure how helpful that is but figured I would add to your post incase some has a similar problem with Passenger also.
On a clean install of 10.4 on an xServe, I create a new share, set it to host home directories and have a Network Mount Point. Create a new user, set home to the new share and hit create home now and Save - nothing happens. Run Disk First Aid (repair Perms) Restart, fsck etc etc. Nothing. Use createhomedir - term shows me folder is created - but it isn't. Using the Records Inspector shows me that the share has no records - in fact even the default shares have no records. I have re-installed three times. I have done this test on 10.3 and it works perfectly. PLEASE!! Anyone who has experienced this error post - thanks.

We experienced a similar issue recently. Ours was working fine when we first installed the server. After we imported many users with the application "passenger" home directories could no longer be created though. It sounds very similar to how yours is reacting. It seemed something in the import of users was causing the issue. After a reinstall of the server we imported users with passenger again but did not have the application set home directories and everything worked fine.

Thanks Mark for your reply. It appears that any time this happens (apart from when you use a tool to import users) - that problems of this kind are always DNS related. And so it was with this one. The original issue was clouded by bad serial numbers; corrupt DVD's and some fairly apalling support from Apple Australia; but the crux of the issue is that after I re-installed 10.4 as a standalone server; then ran DNS and OD; everything worked. The zone files I was using for lookup records (supplied by another server) work with 10.3; and appear not to in 10.4. As these files are supplied to many schools in NSW Australia, this is a problem. But I need to do more research before I can say where the problem lies exactly. Thanks for your interest.
We are having similar issues! I have had a clean install, moved over everyone's records and info. Things were working fine. Could add new users and it would create their home directories. Then about 2 days ago installed a couple of new users and it didn't create their home directories. Can't figure it out.
Now I can't seem to have a shared applications folder because it can't find the address. Check my DNS host lookups and its all good and green

I found that all this stuff is DNS releated; the DNS in Tiger is not particulalry easy to confihure; you certainly can't do it with the GUI. Are you hosting your own DNS? If so, did you set up the server first as a standalone; run DNS and then promote it to Open Directory . . .
I had the same issue last week, I went to add a couple of users and I found that the server would not let me create their Home Directory. I'm sure our DNS servers are working fine and I can do a nslookup on my server. Have you found a solution?
