moving files between partitions

That's the way it is. OS X can only read NTFS formatted partitions. Vista cannot see Mac Extended partitions. You need third party software to get more functionality or format another internal or external HD as FAT32 to get read/write from both OS's.

What you are seeing is normal.

MacDrive7 allows vista x32 to WRITE and see Mac HFS+ volumes.
MacFuse + NTFS package allows writing to NTFS. Hopefully it is stable and won't corrupt your Vista volume.

I use 3 drive with FAT32 and NTFS for swapping data around. And keep most all my data on NTFS for now (and lots of backups).

How about creating another partition as FAT32 on the internal drive. That would be three partitions: MacOSX, Windows, and FAT32.

I formatted the windows partition NTFS. When I'm running MacOSX, the windows partition is shown as another hard drive on the desktop.

To move files, you actually just copy them. Open the NTFS drive, navigate to wherever you like, then drag copy files from the NTFS drive to your MacOSX drive - to some folder like "Documents".

You can't write to the NTFS drive from MacOSX, but you can read.

Here's my set-up: I have two hard drives, one for the Mac and one for Windows. I created a 30-gig FAT32 partition on the Windows drive, thinking I could use that to transfer files from the Mac side. No dice. OS X doesn't see the partition at all. Any idea what I might be doing wrong?

If the Winders partition is NTFS you cannot move files, you can only copy them.
Move implies copy and erase.
You cannot alter the NTFS partition from OS-X without special 3rd party tools, so you can only copy files from NTFS onto OS-X, you cannot move them.
