Mac Manager and 10.4

Have a lab of OS 9 controlled by macintosh manager using panels. The server is 10.4.2 server. When they use Quark 5, they get error -5000 when they try to save. Is this a 10.4 server issue because this wasn't a problem with 10.3 server? Is there a solution without reinstall 10.3 server?
