voicemail: where is it stored?

hello, a technical question: Where are the actual voicemail messages (= the sound files) stored? Are they still stored on the server of the network provider?
Or has Apple gone the way in storing them on the iPhone?
Also: where is the welcome message stored? I guess, this might also be on the server.
This all probably just for the one reason: to be able to get a voicemail, when the iPhone is off or outside a network. In all other cases it might make sense to have the messages on the phone (and that way avoiding diversion or even roaming costs.

Hi, Ansuz82, this brings another question up (for me anyways), once the VM is heard but not deleted, it only stays on the phone for a limited time, right? Once it drops off, is there a way to retrieve it? I had an important VM on my phone that I needed to save for future reference. I listened to the message periodically in hopes to somehow keep it "active" (for a lack of a better word) in my voice mail list, but alas, it dropped off.

Do you know of any way to get a message back after it drops off?
