I have just read iCreate which tells you how to create and sync a ringtone from iTunes via Garageband.
It also has a few examples to try out.
Presumably, this is OK as it's an inbuilt feature of Garageband (Share: send as Ringtone feature)!

If you have GarageBand... other wise there are ways to do it for Windows too, just more steps.

Essentially it just needs to be in .m4r format and converted to ACC also less than 30 seconds long is preferred and pretty much required.

After that just drag and drop it into ringtones on iTunes.
