VIDEO_TS in root menu of DVD?

I have a 3 minute video to post to the web. My webperson would like it in VIDEO_TS and AUDIO_TS files on a DVD. I have burned those files to a DVD.

Is there a way to put the files on a DVD so that when you put it in the DVD player (right now it plays the movie fine), a menu appears that shows the actual VIDEO_TS files?
Do I ever even need to do this - meaning should the webperson be able to extract everything from the DVD already burned?

Not sure why they want deliver a DVD for posting to the web, the movie is compressed to be made into a DVD, will have to be changed with loss of quality then recompressed again for web delivery. Why not send a QuickTime movie or another format for web delivery? A three minute video will fit easily on a DVD in another format. Of course for the web and so forth the quality and changes back and forth may not be an issue, but ...

If the web person wants to work with a DVD to do what they do, then they know what they need to do and you should not worry about it.
