VIDEO_TS in root menu of DVD?

I have a 3 minute video to post to the web. My webperson would like it in VIDEO_TS and AUDIO_TS files on a DVD. I have burned those files to a DVD.

Is there a way to put the files on a DVD so that when you put it in the DVD player (right now it plays the movie fine), a menu appears that shows the actual VIDEO_TS files?
Do I ever even need to do this - meaning should the webperson be able to extract everything from the DVD already burned?
