Custom voice mail greeting not recording

I'm having an issue with my iPhone, and it seems that even AT&T doesn't know what's wrong.
When I attempt to record my personal voice mail greeting by pressing record, the phone will not record what I say. This is evident in playback when I'm done recording and there is no sound. What's the problem?

Posted below are some possible troubleshooting steps that may assist with troubleshooting.

1. Reboot the iPhone - Hold down the Home button & lock button together till you see a silver apple logo then let go. iPhone OS will reboot. When it comes back try setting up voicemail again.

2. Go to Settings - Airplane Mode - Turn on for 1 min then turn off- Now try setting up voicemail again.

3. Reset Network Settings - Settings- General- Reset- Reset Network Settings- Confirm- iPhone Reboots, Test voicemail again. (Please be advised all WiFi passwords and any VPN settings will be erased and need to be set back up.)

4. Take the headset that came with your iPhone. Put it into the audio jack. See if you can setup voicemail using the Mic.

5. Take the headset and insert it in and out of the audio jack about 10 times to clean out any dust etc. This could possibly be causing an issue with not relaying information to the Mic making it think you got headset connected when you don't

6. Turn WiFi and Bluetooth Off- Settings- General-WiFi- Turn Off, Settings-General- Bluetooth- Off
Now test voicemail setup.

7. iF possible and you are willing. Erase all content and settings on iPhone. Just incase one of your files is posing an issue. Ensure all the content you want back on the iPhone is already on the PC/Mac if not do so now. This would need to be done anyways even before you restore. And should be done once a week to once a month. Settings-General-Reset-Erase all content and settings, iPhone will eventually reboot. Now setup voicemail

8. Restore the iPhone - Connect to iTunes and Restore, Again ensure you got all content that is on the iPhone on the PC/Mac before you do this. Contact Apple for assistance if needed at 1-800-My-iPhone

Same issue here. I did everything as mapped out and the only thing is

- if I plug in the mic/headphones to record the custom message I get, on playback no matter the volume set on the phone, a faint sound of what I recorded. When I call into the phone it can't be heard by the caller.

- without the mic plugged I get nothing

This is bull - I have lost important calls because people thought it wasn't me.
