FONTS mixed-up,

Where does SAFARI & FIREFOX retrieve fonts from ?

I dont see fonts in: Hard Drive > Library > Fonts
I see all my fonts in : USER > Library > Fonts

When i switched and moved some fonts. My Browser and Mail programs have changed Header Fonts to a Wavey/Curley/Curvey San-Serif font.

How do I clean any mixed-up fonts? Please help me straighten this-out.

Thank You Kindly

They both retrieve fonts the same way any program does, by which fonts are active on your Mac. Neither can force a font open that it needs. If you want to restore all of the fonts that came with OS X, you can do that without having to reinstall the entire OS. Follow the instructions near the bottom of my article, Font Management in OS X.
