When you plug them into the iPhone, do you adjust the volume up?
They remember the setting you had them at the last time they were connected, so when you connect the headphones to the iPhone, the volume will return to the level it was when they were last connected. Disconnecting them returns the volume to the level it was when you last had them unplugged.

I have a similar problem, for some reason my headphones are significantly lower even though I have the volume on them turned all the way up. When I first got my iPhone (June 2007) I had to keep the volume on my buds down because it was too loud, now I can barely hear anything with them all the way up. I've even noticed a lower volume when I have the phone up to my ear AND the speaker on the bottom never saw any improvement with the 1.1.1 update that was supposedly designed to improve the output volume of that speaker phone during calls. I've reset my phone several times since then and I'm running the latest firmware. Is anyone else experiencing lower volumes on everything? Any suggestions? Anything?

A couple of things to check out.
1. make sure your are running the latest iphone software 1.1.4. To find this out go to settings > general > about > version.
2. When the headphones are connected and you adjust the volume, does the volume indicator say headphones or ringer (headphones)?
3. Go to settings > ipod > volume limit and see if it is on or off.
