Restoring phone without sim card?

I want to sell my iphone so I called ATT and they told me to restore phone to factory settings and remove sim card. I removed the sim card first and then tried to restore phone but that didn't work. So, I restored the phone with the sim card in it and a message popped up that said phone was activated. Does that just mean my sim card is still activated? I just want to make sure that none of my info is on the iphone when I sell it.

Also, the att rep said I had to sell it first before I could cancel the $30 data plan. Why is that?

You can remove all data and settings from the iPhone without restoring.

Settings > General > Reset.

Select Erase All Content and Settings.

This will erase the iPhone completely of all data and settings.

The SIM card is required to restore but if you don't sync after the restore, it is the same as using the Erase All Content and Settings on the iPhone.

Your SIM card will remain activated until you cancel your AT&T account or until you acquire another phone and activate this phone's SIM card with AT&T.

The data plan is $20/mo unless you are paying an additional $10/mo for 1500 SMS. You can't cancel the data plan until you activate another phone's SIM card with AT&T or you cancel your AT&T account.
