This sounds weird. I would start by checking the permissions on the folder containing your assets. DVDSP will create those "PAR" files as it parses the GOP structure of your mpeg video, and it will fail at this if the folder permissions are preventing it from modifying that folder.
Otherwise, I have noticed some strange behaviors lately when opening legacy files (projects from previous versions) - are you working with a new, blank project?
How are you importing the files? I would not bother trying to import the folder into the video tab of the palette - simply drag the folder into the Assets tab instead. You really only need stuff in the palette that you plan to re-use on many projects, such as your FBI warning, etc. Putting the files into the palette can also prompt DVDSP to create files elsewhere on your system that may also have permissions issues. I would start with a prefs trash and permissions repair.
