To recover Safari 1.3.2:

here. As you'll see, there is a problem with the Safari 1.2 updater where it overwrites certain WebKit files created by the 10.3.9 Combined Update. I'm not sure if Apple has rectified this problem in a subsequent revision to 10.3.9.
With the above as a background: here's how to reinstall Safari to v 1.3.2.
Go to your Finder. There, navigate to the HD>Library>Receipts folder. If present, move to the trash the
Safari.pkg file.
Next, download a copy of Safari 1.2 from
here. Next, apply the 10.3.9
combined update to upgrade Safari to 1.3. While the update is running, do not use the computer for any other tasks (good upgrade strategy). Hopefully, Apple has corrected the problem set out in Andy's post. Once completed and the computer restarts, "repair permissions" using Disk Utility in your Utilities folder.
Next, apply the
1.3.1 update, followed by the
1.3.2 update. Once finished, again "repair permissions".
