10.4.3 upgrade fails for BomFileError 13 Permission denied

The software update and stand alone upgrade to 10.4.3 from 10.4.2 is failing for the following error. I've ensured this directory has write access for both user and groups. I've tried creating a new admin user and installing using it. Permissions have been double checked from Get Info and from the terminal.

The error log shows:
BomFileError 13: Permission denied - ///System/Library/Frameworks/ApplicationServices.framework/Versions/A/Framework s/ATS.framework/Versions/A/ATS

Permissions are as follows for ATS:
