Is there a way to install Piclens software for the iPhone Safari? When I tried, it says "Safari cannot download this file"

In a word, no.

Firmware update 2.0 to be released for the iPhone in June, will provide access to the iTunes App Store - also made available at that time, along with the ability to download and install 3rd party applications on an iPhone or iPod Touch.
