Thank you for the posts. I ended up working with the PC manufacturer, HP, on the solution which was as follows. HP was very helpful in assisting with the fix and it turned out to be very simple (same as the posts suggested).
Remove the current iTunes application through the windows control panel
Go to the following url and download the updated dll into the C:\Windows\System32 folder:

Reinstall the iTunes application from the iTunes web site
Of course when I posted a question to microsoft they said the windows application was not at fault and to work with the manufacturer. I should have known they would not be willing to help.
