Managed User on Server MacPro

Is it possible to manage users on the server MacPro? I've noticed that Parental Control is not part of the System Preferences. I presume that this is because it should all be taken care of via Server Admin and/or Workgroup manager. Does this mean that you have little control on accounts created on the computer but not on the server (i.e not in OD)?
