System 7 on a VM?

I have VMWare Fusion and I was just wondering if it's possible to run System 7 on a VM. I don't need it I just still have my old copy of System 7 from my old Macintosh Performa 636CD.

1.66 Ghz Intel Core Duo Mac Mini & 2.0 GHz Intel Core Duo MacBook, Mac OS X (10.5.2)

VMWare Fusion cannot run any Mac OS version. Use a tool such as vMac or SheepShaver.

I downloaded Sheepsaver but how do I use it? it says I need a ROM image. What is that? I have an .smi disk image of System 7 and it also says I need to install the old mac OS. In my case system 7 but how do I do when my computer keeps saying the classic environment is no longer supported.

You need to get that from an older Mac; with later Mac OS versions, the Mac OS ROM file may be usable, but that didn't come with any retail system prior to Mac OS 8.5. You also need an existing Mac OS installation.

Install it on another Mac and then copy the finished system over.

what is a ROM image?

The contents of the boot ROM on a Mac, which is stored in the Mac OS ROM file on 1998 and newer Mac OS 9 compatible machines.

ok I got it but it's an smi file and sheepshaver says "cannot open ROM file"

SMI is a Self-Mounting Image file. You should be able to double-click on it to open it and it will mount as if it were a disk. Then it's the contents of that image file that you're interested in; copy them to whatever location SheepShaver says to put the files.
