You can try stoping and starting teams... from the command line:
sudo serveradmin stop teams
sudo serveradmin start teams
Other than that I would look in /Library/Logs/wikid/ and see that the error log has to say. The 503 error usually indicates that the teams process has not started properly. Best of luck!

Does the error log contain anything else? If not check the system log as well. I am betting that there is a permissions issue somewhere and the wikid process it having an issue reading/writing to a file or directory.
The line "[-] Unable to write to our repository path: /Library/WebServer/Documents/basement" tells me that you've changed the collaboration root directory in Server Admin away from /Library/Collaboration to /Library/WebServer/Documents/basement.
I'm also pretty sure that the permissions are wrong on that particular directory. I'm guessing that you probably don't want the collaboration directory pointing at your web server root. I'd suggest changing it back using Server Admin to /Library/Collaboration, and ensuring that the collaboration root and all of its subdirectories and files are owned by _teamsserver (user id 94).
As for why it is plain... I can only guess that the css files are not getting loaded correctly. It seems that your install is somehow hosed.
Yes I had the same issue today. It will need to have _teamsserver and that goes for doing a podcast server as well. It seems all WWW hosted pages needs to have _teamsserver as a WRE user, otherwise it will not work
