If you hold option at start up, instead of the letter C it goes to the startup manager. This shows your bootable device ie. hard drive or OS disc.

If you enable a "firmware password" it requires that you type a password when booting to an OS disc, thereby preventing someone from using an OS disc to reset your password against your will, using an OS disc.

If you are unable to change your password because you are unable to boot to the disc due to a firmware password, there is no way to reset that password, you'd need to take it to a service provider.

From http://archive.macosxlabs.org/documentation/firmware_security/faqs/faqs.html#

If you forget your password, you will need to add or remove DIMMs to change the total amount of RAM in the Macintosh (moving a RAM stick to another slot will NOT work), then reset the PRAM by holding down the OptionCommand+PR keys on next startup, to clear the Open Firmware password protection.
