Blocking Porn in an admin account on my mac with safari's blocker...

Hello, I have figured out how to block content on my other accounts using safari's parental controls but that only works for non-admin accounts. How can I set it up so that content is blocked on all accounts including the admin one. Then I can have another password or something that gets around that later.

Also if I create a used account how can I give them software install ability like an admin but still have the parental controls like a user...
