Creating a formatted CD for Mac and Windows

I need to create a CD-Rom that conatins a Flash projector in Mac and Windows format.

2 Questions:

1. How do I create a CD that when opened in the finder the window has an Image embedded, and the icons are in specific locations, window size is pre-determined, i.e., a typical install disc.

2. The CD knows whether to show the Mac file or the Windows file. Is this possible?
