Empty CD-ROMs don´t appear on the desktop

If I insert a new CD-ROM the normal question appears - I choose <open in finder>, and nothing happens: the CD does not appear on the desktop, also not in the windows sidebar. This happens only with one adminuser, the other admin can burn CDs.

Whats wrong? Where are the burner prefs?
