Shutting Down and Opening jpeg files

I have Panther OS X 10.3.9 and am connected to a cable modem. I am unable to shut down my computer using the regular shut down commands. I must restart the computer by pressing the restart button on the side of the cube and then click on "shut down" icon after the first page appears. It then shuts down. How do I return the computer to the regular "shut down" process?
Also, I am unable to open my jpeg files which may be related since both happened the same time.

Ray-
A lot of times shut down problems are caused by what is in your startup items folder. I know it sounds like an oxymoron. First, have you recently installed any software? Look in your startupitems folder within the library for any files that reference recently installed software. If there is, move it out of the folder and attempt to restart properly. Good Luck!

Thank you, Justin. I have checked the startupitems folder and the only folder there is called "comapcpcpestart" which contains another folder with the same name, a resoures folder, and startup
parameteres.plist folder. I pulled the comapcpcpestart folder out and tried to shut down the computer but it won't. The screen saver just fades to a blue shading and stops. I added Mozilla Firefox recently, pulled that also; but nothing improved.
