I'll give you the standard troubleshooting procedures which in order are; power the iPhone off and on, Reset, Restore, but more than likely you need to give AppleCare a call (800) 694-7466, or make an appointment at an Apple Store if there is one nearby to have your iPhone exchanged under warranty.
My phone just started doing the same thing randomly last week. The second to last row of keys on the keyboard stopped working so texting is miserable. Also making phone calls because if you have to type the number in you can't press call. I powered it on/off several times and reset it several times with no luck. Going to take it in tomorrow.
same problem, the bottom half suddenly stopped working yesterday. Just by coincidence I'm going to seattle this weekend so I think I'll just drop by the Apple store and see what they can do for me.
The screen is most likely defective and Apple will more than likely just give you a new phone. I suggest securely erasing all sensitive data off your current iPhone before you take it in though.

mine just started doing the same thing.. dangit.. my settings button is located on the bottom row, my wifi is off and so is my bluetooth can't get into settings.. Arrgh... answer calls when already in a call is now impossible..
Privdog,
I'm curious, have you ever dropped your iPhone. I'm wondering if dropping the phone has something to do with a lot of these screen failing.

I have exactly the same problem. I wonder will they exchange it in the apple store for a new one. I bought it last week?
You will need to make an appointment at the Genius Bar. They'll decide whether to exchange it or not.
My phone did this when it got a little bit wet -- nothing major, but a little bit.
Apple replaced it.

I am also facing the same problem. The bottom part of the screen does not work, so i am unable to make and receive calls amongst other things. I have tried rebooting , hard rebooting and other suggestions normally available on the net...
The problem occurred suddenly without any shock to the phone
