Disk Utility: install OS 9 driver(s) on USB flash drive

I have a new Kingston 4GB Data Traveler flash drive. When I select Erase in Disk Utility, with the top-level drive selected (not the volume that I name), I don't see the Install OS 9 Driver checkbox.

I have enabled OS 9 drivers on a different flash drive, so I know that the reason is not that this computer can't boot into OS 9.

This drive is billed as being compatible with OS X, with no mention of OS 9. What tells Disk Utility not to allow OS 9 drivers? Can I work around this limitation?

Apple did *not* remove this feature on Leopard or on Intel Macs. I just formatted a 512 MB MicroCruzer with OS 9 drivers, so it depends on the drive being formatted.

That's my question: what tells Disk Utility not to show the OS 9 checkbox for some flash drives, and how can I get it to reconsider?

I'm well aware that the computer I'm now using can't boot into OS 9. I want to use an OS-9-formatted drive on an OS 9 computer (Please don't ask why).
