24 FPS 16mm transfer to PAL with 24FPS audio

I have to edit a film which was shoot on S16mm, then transfered to betacam PAL at 25fps and the audio was recorded on DAT at 24fps. The final movie will be scan from the S16mm negative to finish on 35mm for the screening on cinemas.

How should I do this? Should I capture in 25fps? How should I do with the sync?

Is my first feature shoot in S16mm in Europe.
