screen goes pale blue can't open

When I try to view pictures, events etc. and run the cursor over the window it goes blue. iphoto is open and shows me the pictures but the minute I put the cursor anywhere in the window it goes blue. If I click on it it goes back into the dock. I have tried rebooting. I have tried to disable spaces but that isn't working either so maybe this is related?
