Universal Access/System preferences

I just installed Tiger on my Power Mac G4. I have what amounts to a very annoying 'pop-up' issue. FREQUENTLY I'll be working on Safari or Word or something else and suddenly opens up and almost immediately switches to , just as if some hidden script is driving it. Anyone know what gives?

A few System Preferences to check:

Keyboard & Mouse > Keyboard Shortcuts make sure you have not assigned a keyboard shortcut to opening System Preferences.

Universal Access > Keyboard make sure Sticky Keys is set to off.
Universal Access > Mouse make sure Mouse Keys is set to off.

Accounts > Login Items make sure VoiceOver is not one of your login items.
