what tools to clean up video

what are you guys and girls using to clean up footage, noise, etc?

all the dv files are noisy, snowy, like a bad connection on a tv, not sure what to call it, it is more noticable during dark scenes, really bad, also some occasional lightning like flicker lines here and there not major but enough for me to go into and edit out, also had borders on sides and squiggly line on bottom throughout all clips which I have been taking into mpeg stream clip after imovie just to crop, but I am wondering now if cropping is making things work, I crop 5 on each side and 8 on bottom, top seems fine, saving as dv and been trying to export in mpgstreamclip mp4, h264, like 80% quality, interlaced, 5000 data limit, and although the color is more vivid that fuzz, noise, etc is over the whole video on every dv, these tapes are anywhere from 5 years old to 15, but the most latest (2003) are just as bad...I converted a few last year to a standalon dvd recorder and the quaity is good, zero noise, more vivid, however when you scale the video in qt to play and on my iopd to tv they are blotchy... I know I cant create miracles with old analog but want the best I can, these are of my kids... I transferred using a digital and thought the digital8 had issues but picked up a hi-8 analog and pass thoughed to a mini dv, and snowy noise is still there, so dvd encoding does something to get rid of this, but I really dont want dvds, want to play on an apple tv, maybe a ps3, or my mac mini

From my perspective, there are 4 topics to think about:
- conversion of the analog tapes - I wouldn't give up on the goal of getting clean digital from the old tapes since you got clean video on the DVDs from that recorder. Unless the standalone DVD recorder had some kind of video enhancer built in, your recently converted files should look at least as good as those coming from the DVD. Something about the conversion hardware or workflow seems like it is introducing problems.
- work flow re MPEG Streamclip - I'd inquire about that specifically since there are lots of variables to play with. I'd generally be inclined to keep the video uncompressed (eg, DV Stream) until you're ready to do a final conversion for Apple TV, etc. That way you'll have something for further editing (eg, a wedding video) or to go to a DVD (versitile format).
- video cleaners - my only experience is with the crude tools in iMovie and QT Pro, and I don't think they would be helpful unless you went old-fashioned, high contrast sepia.
- DVD conversion to iPod to TV - my inclination would be to use the DVD and not reconverted/recompressed video. If you're editing those DVDs, you'll want to export from MPEG Streamclip to DV Stream (.dv) for iMovie.

vice versa, I sometimes ADD noise to my 'too clean' videos.. 🙂

according to my first statement:
usually, a camcorder recording is 'crystal clear from nose to horizont' .. compare any 200$ camcorder pic done in bright sunlight to any 100Mio $ Hollywood FILM 'recording' .. a FAQ in the FC forums is, how to add that 'film' feeling to that electronic, digital pics = add 'noise'/grain ..

in low light conditions, these tiny weeny optics often need a lot of 'amplifying', to get anything on tape.. that adds 'noise', that colorful artifacts, esp. in darker areas, which are meant to be simple black.. so, two options:
don't record under low light conditions (this year, no candles at the Xmas tree....)
or, if your camera allows it, set it manually: switch off gain, set aperture manually.. ok, than, the christmas scenery IS dark.. 😉
