apple loops = apple propietary format
rex = propellerheads
both work well with logic!
you can drag them in like apple loops, but be aware that someone has to prepare the files you drag. if you make your own appleloops, you will have made use of the loop utility. recycle (rex editor) is essentially the same kind of thing. you detect transients with a threshhold setting, and decide which slices you wish to keep or not. personally i like rex files as they have more flixibility. you can easily grab a slice and move it, or quantise a whole bunch of slices. you can also extract a midi file based on the rex file. apple loops seem somewhat more limited in my own experiences, which is why i don't use them.
I don't buy drm loops, i lift them from various sources, and make the rex files myself. recycle is a great tool!
perconally i would go for recycle, but you will have to buy it whereas the apple loop utility is included with logic. it depends how much importance you place on rolling your own...
give apple loops a shot. if they fulfill your needs, look no further. if not, give recycle a whirl. i believe there is a demo version, but you can always get a free rex loop from their site to play around with in logic. (try REX with the EXS24 if you are into sampling)
enjoy!
