iPhone not showing incoming calls

My phone started doing something strange today. People tried to call me multiple times in a row, and the phone never rang. I did not show any missed calls at all, and the signal bars were full. After I made a phone call and pushed the sleep button, I noticed that it was not the normal lock sound, but it made the voicemail sound. I unlocked the phone and it told me that there were 3 voicemails, but no missed calls.

Has anyone else run into this, and if so, how do you fix it? Thanks a lot.

Try doing a hard reset. Hold the Sleep/Wake and Home button down at the same time (at least 6 seconds) until the unit shuts off. Then restart. If it still does it, try a restore. If that does not work, contact Apple and get it serviced.
