Tether 16gb iPhone
AT&T told me when I bought the 16gb iPhone I could tether it, but I can’t figure it out. Please tell me how to setup for Bluetooth as well have tried says paired but not connected.

You cannot tether the iphone. Not only is the iphone not able to do it, it would be a violation of the unlimited data plan with AT&T.
Iphone only supports bluetooth connection to handsfree and headsets for telephone use. You cannot connect to a laptop etc or transfer files or listen to music via bluetooth.
