I want to open .css files w/ TextEdit

No matter how many times I tell the finder to open .css files with TextEdit, it always reverts back to opening them w/ the default-Safari. I've control-clicked, open with, selected TextEdit, checked always open with..., but no help. I even "got info" and changed the drop down to TextEdit, but no help, too. Whazzup with that?

MacBookPro, Mac OS X (10.4.10)

Go to "Get Info" for a .css file. Choose TextEdit from the drop down menu. Click "Change all" and confirm the choice.
