Ipod Touch isnt showing up in Itunes

I was on the phone with apple a few times and it hasnt helped. I have the latest version of itunes. My ipod is being deteced by my computer and charging but its not syncing or apearing under devices. I reset it, and it just deleted all of my stuff and now i have nothing on it. The battery is very low and when i leave the plug in it, it says in the upper right hand corner of the ipod the little fully charged symbol even though its not. I really need this working and if any of you can help me in any way would be greatly apreciated!

Click Start. Click run. type 'msconfig.' On the first tab, 'General,' check the box 'slective startup.' Click the startup tab. UNCHECK 'iTunes Helper' and 'Apple Mobile Device.' Click OK. You will be prompted to restart. Restart your computer. Once restarted, a window will appear saying that you recently used MSCONFIG to make chagnes. Click Ok and MSCONFIG window appears. Choose full startup on the 'Genera;' tab and click teh startup tab and RECHECK 'iTunes Helper' and 'Apple Mobile Device.' You will be prompted to restart again. Restart. This time, when you click OK at the 'You have recently used MSCONFIG to make changes window, exit out of MSCONFIG. Plug in your iPod.
