You may be confusing key with chord, and tempo with time signature. You can't change the key or the time signature, but you CAN change the chord and the tempo... which is exactly what you want to do, so no worries!
If you're recording music into it, you can play whatever you like, so that's never a problem.
If you're using loops, you can transpose from G to E minor by doing two things: first, in the loop browser select minor scale to narrow the selection of loops to minor loops. Then, find a loop you like, slide it into your song, and transpose the region from G to E (move the pitch down -3 or up +9).
The problem, really, is if you like the loop you're using for the G major chord, and you want to use the same loop for the E minor chord, it won't intelligently flip to minor when transposed to E. Instead, it stubbornly gives you E major. The solution is to either 1) choose a different loop, a minor one, as described above, or 2) alter the loop to make it minor... this can be done only with the green MIDI loops, not the blue audio loops, and requires some tinkering.
To slow down and speed up the tempo, show the Master Track, and change its tempo automation to alter the speed.
Are there other programs that you can do that with? Logic maybe?
Logic has much more flexibility, but for simply changing chords and speed, that's just as easy to do in Garageband.
For such a highly regarded music creation software such as garageband, that would seem like a no brainer. please say that this can be done.

(I agree, though, that changing chords in Garageband could be made more intuitive and intelligent, with chord changing based on scale position, e.g. I, ii, iii, IV, (with semitones as an option) and major-minor flipping of MIDI loops as an available option as well.)
