I know After Effects has a preset that mimics this, but I'm looking for a Motion plugin that replicates the small analog "blip" that used to appear (center screen) when you would turn off an old cathode ray TV (after image "shrank" to the point in the center of the TV and the tube stopped, leaving "blip" to fade).
There is an effect called "TV Off" in LiveType under "Mechanical" submenu, You can import your composited footage in LiveType and apply that effect. I don't know the exact effect you mentioned but hope this works. Even if it isn't exactly what you're lookin' for, you can always fine tune by using parameters.

Thanks for the contribution. Unfortunately, most of the effects in Livetype will only work well on text objects. You are correct that the effect might be deconstructed but the LT effects do not have direct analogs in FCP or in Motion.
Thank you all for your comments. I ended up creating a simple graphic that mimics the action of the tube coming on, played quickly enough (and with the "Old TV" behavior), it works just fine.
