download filemerge developer app?

I've read about a great tool, FileMerge, that is in the Developer's Tools section (optional install) on the install disks and would like to obtain it. According to an old article in Macworld (Aug 06) it enables one to compare 2 documents side by side with differences highlighted, and other similar things.

I'm running 10.4.11 but have lost track of my install disks. Where can I get FileMerge?

I joined the Apple Developer Connection, but am unable to find it among their downloads. It may be in one of the packages but I can't tell.

Some programs, like FileMerge, can't really be made available separate from the Developer Tools. Often they'll rely on frameworks that are only installed with the tools, so just posting the main program would result in a non-functioning application. So, even if it was legal, it would be technically a bad idea.

For what it's worth, I prefer the file compare tool in TextWrangler and BBEdit to FileMerge. Every time I try FileMerge, I end up coming back to BBEdit because it just makes so much more sense to me. But that could just be me (and it could be because I used BBEdit first)...
