My error - I shold have asked you to physically check the contents of the Extensions folder for those. Not all will appear in the list in Extensions Manager.
However, the critical one is the one named Apple CD/DVD Driver - that one is needed for OS 9 to be able to mount a CD in the drive. It is one that should appear in Extensions Manager - if it does not, then it is not present, and is likely the reason that disks won't mount when booted to OS 9.
The others are used in order to recognize certain file types on the disk.
If you are missing some, particularly Apple CD/DVD Driver, you can obtain them by downloading the appropriate OS 9 download update. You can use the utility
TomeViewer to extract (expand) any files you want from an Installation Tome on an OS Install CD or download disk image, without running the installer.
How to use TomeViewer
If you are using OS 9.1, download the update for OS 9.1. If you are using OS 9.2.1 or 9.2.2, download the update for OS 9.2.1 Update - most of the file versions in OS 9.2.2 are also used in OS 9.2.1; in this case, all the files I listed are in the OS 9.2.1 download update.
