Waiting For Ipod Restore Function error occurred 9

I try to restore my ipod touch I see the screen with the music icon disc and usb cable.
It starts to restore but says waiting for ipod.
I can see the Apple logo and a continuous circle at the bottom rotating clockwise.
It just stays like that even after several hours.
I even tried loading the cable that comes with the ipod classic.
When I disconnect the usb cable it says:
The IPOD "ipod" could not be restored. An unknown error occurred (9)

AMD, Windows XP Pro

Try forcing your iPod into Recovery Mode prior to restoring:

Disconnect the iPod from your computer. Hold the Sleep/Wake button (on top) until you see a red slider that says "Slide to Power Off." Drag the slider across the screen to allow the device to power off. Then, press and hold the Home button on the front of the iPod WHILE you are connecting it to your computer... so, hold down Home, connect the USB cable, and then release Home when you see the Apple logo appear. iTunes should state that it has detected an iPod or iPhone in recovery mode, and prompt you to restore it.

See if that allows you to restore

The ipod is frozen so I cant get to the screen where you slide to power off.
I have restored the ipod several times but never saw this screen before.
I tried holding the home button and connecting to the computer and then the usb cable.

If the iPod has frozen, you can try to reset it by holding the Sleep/Wake buttons and the Home buttons together for about 10 seconds, or until an Apple logo appears.

I called Tech support, they went through the motions with me and the ipod touch has to be replaced.
